The hell is going on here ? Thirsty or starved of oxygen?

Seedlings are about 12 days old from sprout. Avg temps 76-78 RH 45-50% Under 260watt HLG quantum board kit @ 24" from canopy. Adequate ventilation + circulation. They're growing in Build a Soil's pre made 'living organic soil w/ oly fish compost.' I initially moistened the soil till it was evenly moist/ not too wet and planted the seeds in solo cups w/ adequate drainage and under plastic bag 'humidity dome' till they sprouted. I then lightly misted/added 10-15ml on the top soil when it dried out for the first week...I watered with a shot glass for the first time after 5-6 days ..they were doing great...I then watered some more (shot glass) about 3.5 days later. They curled down for less than a day then perked right back up, prayin up to the light..The problem is they are starting to curl down again. It's been 4 days since last water and the cup still seems somewhat "heavy' but i still can't gauge what's 'light' enough so i'm not sure. I've been struggling with watering habits lately (on the overwatering side). i hope they'll be good and not in the early stages of root rot ..Here are some pics: thanks!
edit* I also see some small roots about to peak their heads out of the drainage holes..

whats the concern?

260 hlg is a good amount of light for there size... if your unsure you could dial it down and slow things down a bit

solo cups get very light before they need another watering almost to the point of falling over...but those plants don't look terribly over watered....

I agree. Look great. Quit worrying try smoking a new strain of herb. Little too paranoid man. Calm down relax let the plant do it's thing. Your doing great!!!

I was just concerned with the slight curl/droop as I lost 5 seedlings last run do to overwatering. But It seems like everythings fine :)..the 2nd set of true leaves on the NL were drooping more and more as the day went on (leaning onto the lower leaves) so I took that as thirsty and figured i'd water some till minimal drips came out the bottom
