THC Oil question

So some friends and I are going to get some 190 proof alcohol and do the ground up bud into it technique then filter out the bud, and put the liquid on the electric stove etc.

So my question is,

can you put this liquid on marijuana and increase the thc level of it?

Also do you need to use 190 proof alcohol? what are some other options, because I have to drive 45 minutes to get to a area where its legalized.
