I'd say of course you can get an elite from a 10 pack, just like you can get something awful from a 10 pack. If you can't get something good from a 10 pack then THAT is the crap genetics you don't want IMO.

Genetics are weird like this. Closer to the truth would be an example like Subs Tiny Bomb. It is a Space Queen female that sub says, "Finding this pheno is not easy; they are hidden away in the space Jill seeds. This variation is extremely recessive, and then you're going to have to keep the runt of the litter. [Dank by subcool pp50]
What is ment by this is that 1 out of 1000 will be the cats meow. The best genetics the pheno type will express fully, for example; Romulan indica pheno runt but with the C-99 sour patch taste and as subcool again explains "The plants are simply double coated in raised trichomes. There is so much resin that even extremely dry and cured, the weed seems to smolder; almost like smoking resin or hash."


Anyone who has grown can attest that some plants will lean one way or the other or just a 50/50 split if it is a hybrid. Out of those the possible genetic combinatations are almost endless. However even with great genetics 1 out of every 100 will be something special. 1 out of 1000 will be really special. The same could be said about IBL's where a pheno will express something out of this world. How do you think the weed today has gotten better than ever before? People kept the 1 out of 100 and cloned the shit out of them. Every once in a while someone pulled out the 1 in 1000 and wowed the crowds. (The best of the best of the best, Sir!) (with honors! lol).
