Terracycle tomato plant food

I have this 0.02-0.002-0.02 plant food.
Total nitrogen = 0.02%
available phosphate = 0.002%
soluble potash (K2O)= 0.02%
calcium = 0.01%

How much should I give to a 2 and a half week old autoflowers? Most of their cotyledons have changed from green to yellow.

Should I mix with water/ph/ then apply like I do my normal watering?

I've read that it has an N-P-K of 0.03-0.002-0.02. That's a very light and safe fertilizer. It's basically just worm casting and water. I would give it a few quick sprays on the leaves once a week.
