Temporary Cards

I saw on the news awhile back that some people got temporary cards in Pennsylvania.
Anyone else hear this or know how to get one until Pa. gets it's ass in gear?

I've only heard that the parents, caregivers of children allowed MMJ can seek it from outside PA until it's available in PA. So the cards might be related to that possibly? Otherwise, suffer we will until Summer of 2018 or some such nonsense.
