Its another word for shit, created by stupid people. Just like how stupid people take regular words, and they don't know the proper meaning for them, and create a sub-language. Initially the sub-language had a purpose, like "thieves' cant," a way to discuss illegal things without strangers understanding what they're saying. Over the last several decades, its just been pure ignorance of the english language, propogated by things that seem cool when you're a kid but later realize "man, were we fucking stupid or what?"

Yes, the ignorance! The story was about people who genuinely have a need to take prescription codeine and its unavailable over the counter, so they resorted to using a cheap drug that kills them. The reason they started was because it was cheaper (like buying chinese products) but they were comparing the price of that to heroin which they decided they could not afford AS A DRUG HABIT FOR GETTING HIGH. For fuck sakes, I don't get high when I take codeine because its not my intention and is completely unnecessary. They're just stupid people, because you can buy "a hit" of heroin and dilute it into 10 doses so it takes the pain away but doesn't fuck you up.
