I want to know how would i go about making thc/cbd or shatter infused syrup like (high-tech,actabliss)

Dissolve the oil in ethanol and mix the ethanol with the syrup, before cooking off the ethanol in a double boiler to the desired consistency.

You can use whatever extraction method you want to make the oil,
Bho, qwiso, q wet. The choice is yours
