Supplementing light for an outdoor grow

Hello everyone, this is my first post although I've been lurking for quite some time. I live in California and in my area we're looking at 14 hours of sunlight at most around May 10 give or take. Im going to be doing a 20 plant op starting from seedlings in about 20-30 gallon holes each in ground under a make shift green house. I'm looking to maximize my yields this year my supplementing some lights to increase my light cycle to 16 or 18 hours. Now I saw a post earlier that used construction light stringers along his plants that rate at max 150watts. I only have experience with outdoors so I'm here to ask what would be the most cost effective bulbs to use and if anyone has had experience with something like this before. Thank you.
