Depends on what YOU mean by that, but yeah, the buds will begin to loose their potency after their instructed flowering periods. But a visual check of the pistils will let you know when to harvest.

Yeah, just to touch on what googlesearch said, you can over flower. And I have done it. If you mean too many flowers/buds, I dont think so and I don't know who would complain about that. But I did wait too long to harvest and all my tricomes turned brown, then the but began to brown and die.
