Stunted seedling

Hello , first post here.
I have a very sad and sick looking seedling. This seed was important to me and my wife as its the only one we had from our first grow last year which was awesome.
Here is a bit of information
We are growing inside a 3x3 tent with a 300w rolaendro full spectrum light (cob setup on the way)
My wife started this seed in a very tiny pot. Once i saw roots coming out bottom i transplanted into a 3 gallon pot.
Soil is eco scraps organic soil from lowes. I started another seed 2 weeks later in same soil and that seedling is doing awesome.
The sick seedling hasnt grown a bit in over 10 days. Every day it looks a bit worse. I was watering every other day a very small amount but has dialed it back a bit more to every 2 days.
I have attached some pics of both plants to show difference.
Any suggestions would be greatly appreciated.

Some can be slow starters give it time sometimes runts can give you awesome buds in the end

If you would....Describe in more detail how you prepared the pots before planting.


How many days was the soil aged in the pots? What was the stabilized PH of the soil before life was grown in it? Was a compost tea or other fertilizer added on the first watering? The first watering before planting.


The pregame dealing with the pots makes a huge difference.

Pots were cleaned with soap and water and dryed in sun.

The soil sat in the tent for only 2 or 3 days to dry up as i did wet it while checking ph out the bottom, wasnt aware i needed to age it .

Putting in 6.5 water i get out 6.8-6.9 out bottom.
 
What's all that bark in your soil? Is it bark?
Yes there is a bit of bark in soil, i have some better soil on the way for when i transplant the other one. I figured it was ok as i grew a really nice plant last year in it. I just learned a bunch of stuff this go around that i never knew so yea its bark
Now im bark conscience lol
