Stunted growth, extremely long stretch period, slow bud development

Hi guys,
im a noob on this site and a noob to growing first time grower here proud to have broken my virginity.
so my current setup 2.4mx1.2mx2m bud box 2 6inch air cooled hoods a 6inch carbon filter kit and a 5inch intake duct gettin fresh air from outside into the tent and 3 fans for circulation. i have a 23L coco pot with a sensi silver haze 9 (sativa)init with the canna coco nute line up (Coco AB, Rhizo, cannazyme canna boost canna PK13/14) i was using shogun silicon but now only use as a ph up, thats in half the tent under 1 600w duel spec light.

On the other side i have a 70L DWC unit with 5 of Barneys chronic thunder (indica) which i use with the canna hydro not aqua line up(AB Vega, AB Flora, rhizo " "). Temps have been constant with night temps at 17-18C and days 23C to 26C.

So my babies have been un 12/12 since the 18th of feb i think im n day 38 or 12/12 now, and my buds are smalllllll, when i started the grow i was following the canna feed chart to the T even when it told me to increase EC to 2.5, so when the plants were in veg there were lush, about 2 weeks in and i hadn't noticed any progress left it for another week were i started seeing deficiencies so i flushed the coco with about 70L of ph'd water and then reduced the EC 1.3, did a res change brought my solution down to 1.3 aswell looked as tho there were getting better especially the coco which started to show signs of over-fert but iv been keepin my feed @1.3EC and it seemed as tho everything was on track but now im in my 5ish week of 12/12 and they look tiny, like online when i search for 39 days of flowere it shows me plants wid BIG buds on em i jus wanted to get sme advice on how i can fatten these b***hs' up,like the sativa is understandable becah it has a longer flowering time but the indica shld be getting ready to be chopped but looks noway near ready. id be gutted if they are going to fail put a significant amount work and effort into this i wlds hate to have to bin them especially as i cld see how fat the buds cld get, my question is are they fukkd or super stunted and never gonna get fat or are they jus taking their time in getting that weight on hopefully i cld get on sme pics

The close up are of the coco, Some leaves do look like their clawing, but because my feed is at 1.3EC i dont think im over doing it in terms of strenght but i give it 10L every day at 1.3ec shld i reduce the frequency of feed?

I was told to increase bud size you should chop anything 3" below the screen. Don't know if that's applicable for you though, since they are so big already.

You have a TON of crowding going on man, looks like the bud sites aren't getting proper light. Since they're already so big I'd say training them is out of the question. One thing you could do is go in there and get rid of 50% of those fan leaves and get some extra light penetration to the sites. Maybe someone will know a little more than me but that's my 2 cents. Hope all goes well man.

Iv been defoliating on a regular but i didnt want to be extreme and when it came to lollypopin i was light didnt know how far up to go would it be detrimental to the plants at this stage to remove the small bud sites, its just i didnt expect it to stretch that much considering the 1s in the dwc are indica
 
Not that this is a great thing but... you could also consider some under lighting with CFLs... like some lamps under the canopy pointed up couldn't hurt.
