Okay so..

Basically my plant has stopped the picture you see it has been like this for about 3 to 4 weeks absolutely no growth at all.. it' under a 450w cfl dual spec.

Nutes have been added under half the dose stated.

What should I do with this..

Only the top is dry still a damp about an inch down and been misting it with a spray bottle up until last week..

The plant looks healthy. It looks like a fairly decent sized container, so my guess would be that it's putting its energy into establishing roots right now.

Put a yellow sticky trap in the pot next to the plant and see if you catch some tiny black flies. Fungus Gnat larva eat the tips of the fine feeder roots and the plant does exactly what yours is doing. Had the same problem 15 years ago and always have sticky traps around my plants to find out about them before they get established. You won't notice the adults until there are lots of them. They can live in any medium.

Just a thought. :)

Monsanto is onto something in that, the roots are not growing well, but the plant is reasonably healthy but stunted looking after 4 weeks. You also may have gotten a bad seed to begin with. Did you consider that? Why are you even still with that plant? Such devotion. I would have yanked it long before now.
