Stem way too tall in the early Veg state

So I have an indoor plant about 2.5 weeks old. Within 2 days at the beginning it shot up several inches. I had the light 2-4 inches above them and kept it about that far away. It eventually got so tall it couldn't support it's weight. I experimented dropping the light down to 1/2 inch above it, even to touching it since the light is cool to the touch. It seems to be doing better, but is it too late? It has like 6 inches of stem with NO branches until the top. At the top it has like 3 nodes though. I currently have it tied to a small stake to hold it up. I plan on putting a fan in there later to help strengthen the stem. Also, info on lighting: I'm using a 15w(Yes, I know it's low, but it's supposed to make up for it in Lumens. Some kind of Vegetation growing cfl) and 510 lumens. Any solutions / constructive criticism would be greatly appreciated. I'm an extreme beginner so layman's terms please. Sorry for the long post, just wanted to cover everything.

You can also pull it out and replant it deeper to get rid of some of that stem, add some stability, from what I've heard. I don't know for sure cuz I don't grow marijuana.
