Starting a new grow set up, few questions

All right, I've grown a single plant before and it turned out quite nicely, until I flowered and found it to be a male.

So, I'd like to try something new. I'd like to try a ScrOG in a 2 compartment Wardrobe, 4sqft, 7ft tall; Top for clones-> flowering, bottom for mother.

My questions are:

1. Seeds: I'd like to get some quality seeds this time instead of the bag seed I used last time (High male percentage I hear). So, what is a good site to buy seeds from?; Is it safe to have them delivered state side?; What is a good strain for ScrOG (And smoke too of course)?

2. Lighting: I'm operating on a budget and used fluorescents for my last grow, I'd like to step it up with a HPS. I've seen the 400w kit for $119 from HTG, are there any better deals/sites that anyone would like to inform me of? I've also heard that a 250w is enough for a small scale (4 plant) ScrOG, but those I've seen are around the same price as the 400w kit.

3. Smell: I live in an apartment so smell is an issue. I've seen the Do It Yourself Carbon Filter for about $25, would this be enough to cover the 4 plants?; If not, what would I need (On a budget)?

Those are my primary concerns at the moment, other secondary concerns are:
Where can I get reflective material for the sides?
I'm thinking soil since it's the first time, but I'm open to suggestions.
I'd like to be put onto some cheap nutrients and the schedule for them.

Nope. They either smoke mid or high quality stuff that doesn't have seeds.

seeds yes are safe to order .Dr.chronic is a reliable site great guy sends to the U.S and a very large selection.
for the type of plant for scrog maybe fast blast,when u look at the seeds they will give a description pritty accurate one to.
and as far as the HTG price of the 400watt u can't really beat it,and the 250wat is quite nice,i use it but of course 400 is better,but with more power comes more heat remember so not ment for all lol.
about the smell test out the diy carbon filter i am using it but plants not yet in flower so i can not state,but look for a odor sok they are pritty cheap about 50-100 buck's depending on what size fan u using

Yep, I swear by drchronic.. although the last seeds I bought weren't what I ordered, I had picked out their auto ak but instead received a mystery uniform pure purple strain. Not disappointed at all but I really wish I knew the strain name.
