Splitting Stems?

I had read that cutting the the stems will make it re-grow into to separate stems forming a Y, would this create more sites for the bud to grow yielding more?

I was wondering about this too. i read somewhere you have to cut right below the 2nd node. Is this correct? How long should you weight before you top the plants? Do you only top in the late vegg state or early too?
