I would hit them with water and knock those suckers off to start. Azamax is good but expensive. Garden section of any store should have something that would work fine. And do a lady bug mating call.
Yeah those are aphids. Most anything will kill them including just a plain soap water solution. But I'd use something that would last that had some kind of oil in it. There are many products that will work including neem.
As a commercial organic farmer, I release ladybugs under the row cover.
I personally feel that all to often anything more than spraying water or a super diluted insecticidal soap, will set the plants back further than the aphids will.
