So i have some plants whos safety is being treatened and there is no way to move the plants that are in budding. they have been budding for 2 months and a week and there are alot of orange hairs and i know i shouldnt but i think i might have to pluck them early. So with this what advice or is there something that i should know before i do this because i would hate to not do something to help my babys

Well first Indoor or outdoor? You said they have been flowering for roughly 9 weeks if indoor they should be pretty close to harvesting depending on the strain any pics?
that sucks man but your safety and freedom is def more important. if theres any way to move your plants do that as a first option, otherwise you'll probably have to harvest early. if thats the case start flushing now if you haven't already and good luck with whatever the threat is. keep us updated on how everything turns out. keeping my fingers crossed for you.
