Soil and NPK

Hi!
I have 2 bags of soil laying around, and I was wondering if I can use any of them to plant.
One has 150-250 mg/l (N) 150-250 mg/l (P) 300-500mg/l (K), and the other 50-300 mg/l (N) 80-300 mg/l (P) 80-400mg/l (K).

Will any of these do? If so, when should I start to give nuts to the plants?
 
I would start them in a soil that said seed starting mix. Then after two to three weeks transplant them into a larger container using that soil. Add fertilizer during week 4-6. this is just a general guideline. You really want to watch the plant and wait til its asking for nutes. Some strains are heavier feeders.
