Yep, it's perfectly possible to clone a bud. It will take longer to root, and will have to go through a process called revegging, which means that it will throw out some mutant growth for a while. Revegged plants tend to be very bushy due to this.

Be aware, however, that revegging can cause deteriation of the plant's genetics, therefore increasing the risk of hermies when flowered again.

I'm not clear on the term "bud bush" but,
It is possible that he cloned a branch that was flowering.

This branch will either revert to vegetative state or finish flowering depending on lighting schedule.

If you "top"(Cut off the main stem at the upper portion) the plant you will induce hormone change. This redistribution of hormones will cause the plant to "bush out",
giving the plant a short bushy stature.
