Small droopy leaves

New house, new grow, new problems. If you look at my pictures you'll notice that the leaves (mainly the newest growth) are small as if they shrank overnight and are droopy. A little back ground for you all, I'm in a new house and I'm on well water. Being that I'm in soil I've never been too concerned about the PH of my water but since I was having issues at first I tested the water and it comes out at 8.6. So I started PHing my water down to 7 before watering and I've been going back and forth between regular PH down and apple cider vinegar mainly because the apple cider vinegar only lowers the ph for about 24 hours or so before I have to add more. Anyways, things have been good for weeks, no issues whatsoever. Throughout the week I've been preparing my no till mix and getting ready for transplant, finally got some of them in the new mix, watered them in (with the apple cider vinegar) and I go in the grow the next morning and they all look like the pictures if not worse. I figured I had just over watered since it's a new mix and maybe it retained more water than I'm used to. It's been a few days now and they are bouncing back a bit but even the ones that aren't droopy have these tiny leaves. I had a few others that I havent transplanted into the no till containers yet (all in fox farm products and transplanted a week ago) that needed to be watered today. I went ahead and ph'd with apple cider vinegar again watered them as much as I normally do, if not less, and within an hour or two the same thing is happening. Has anyone ever seen this? Is it the vinegar? I know it looks like classic over watering but what is with the tiny leaves? It's like they're all constricted after these last waterings. I've been growing for years and this has never happened to me.

Looking at your second pic, you should check for pests...but otherwise, the plants look pretty solid. I'm not sure what you mean about the little leaves...I don't see anything that stands out...well, aside from pest issues. Good luck friend.
