Slow mail plus cold....beans just sit there

All of my orders have come from UK or Netherlands up until last order. It came from eastern Canada with a temp around -21F the day of order. I know that a seed can take cold but have read that several hard freezes and thaws will compromise the germ rate. Any experiences with this? I am using the standard paper towel soak because my experience with certain Jack Herer crosses is that the husk is thicker than most.

P.S. My track record with Sannies is like 97% germ rate..at least

Actually I believe that many seeds like cannabis actually germinate better after a hard cold. As an annual, in nature the plant would drop its seeds at the end of its life cycle, which would then freeze over the winter and germinate the following spring after the last frost, so chilling them prior to germinating them replicates this process and actually improves germ rates. I could be wrong, but that's what I have heard
