Slow Bud Growth

Alright first off my plants have been flowering 12/12 for roughly 6 weeks and for the past couple of weeks not much has been happening. I dont know the strand? Bagseed. I am using only flourescent 2' bulbs and they are right under them. They are in soil and im not using any nutes. I am watering them properly. The plants are really short to begin with 4-5 nodes, not many leaves on the plants, probably 8-10" high. i have them bent over though. I saw the white pistils about two weeks into 12/12. then bud started forming afer, now about have of the white pistils are brown, but the buds are small. please help

yeah thats what i was thinking, would it be too late to add in more light being 6 weeks into flowering, and what should i add? more flourescent or HPS? i dont really have the hps money.

hps would be good. if you dont have the money throw some 42 watt cfl's like an inch from the tops of the plants. i forget what spectrum is best for flowering.
 
hope this helps you out, if you cant afford a hps get a few more cfl's

i threw two more 26 watt CFLs above them and they are bright as shit, alot brighter than the flourescent tubes so hopefully that should help them bud a little better.
 
Also this is my first grow, and ive done my fair share of researching and i feel knowledable about the correct harvesting time, but since mine are so small it kind of throws me off. So, i'll keep posting pics every so often, and just keep checking because i might need your judgement on when to harvest.

Actually i have one good question. The top budsites definetely look alot more mature with more developement and browned hairs. They seem to be at a better speed than the lower branches. Can i cut the top off when they are ready and put the chopped plant closer to the lights for an extra week or two to help out the lower budsites?
 
yeah i know it looks like it heh. no, it was only two 2' Floros but now i added 2 CFL's also. It still isnt enought probably, but im shooting for the best.
 
Alright so i cut them down last night. I didn't yield much but its alright, atleast i succeeded my first grow. Plus i only used two 24" flouros the entire time except for the last three weeks i added 2 26w cfls. anyways, here are some pics to show ya'll.

im using 42w cfls for flowering and im getting pretty good results, keeps the electric bill down to. u want to get the 2700k ones, thats the one with the yellow light, the daylight is 6500k which is used for veg. From the looks u might want to consider veging a litle longer for the next grow.
 
cool yeah i know that now and ill do it right the next time. where can i find the 2700k cfls because i looked a couple places.
