I keep my Temps low too. I could probably go with the bigger wing without a cool tube and still do good.
Samsung F-Series strips are were it's at, very high efficiency and efficacy. Use around 240 watts for a 2x4.

No bells and whistles, but a hell of a light for the money.
I'd go with the 200 or 300 watt. They can be turned turned down.
