Should this be fine for the first 3 weeks before outdoor transplant?

Why not just start outside?
but to answer your question maybe for a couple of days of seedlings stage but i doubt that's enough light you might get some stetchy seedlings.....
also its a bit too cold for my taste everywhere ive looked people say 70-80 Fahrenheit degrees(usually i like to keep it around 75F degrees)

Better if you can get some 6500K than the warm ones.

Seems a bit cold. Do you have a heating pad or mat you put under them? Or maybe just a way to close them off a bit (in a box or something) so you can keep the heat in?

no offense taken.... but the reason i said that was because your'e using 2700K bulbs which are usually used for flowering..... now if you had some 6500k bulbs in there then i would said "looking good" or something like that....

64 Degrees is no problem man, at all.
What your issue is going to be is, when those lights go off... temperature is going to drop.
My idea why you want to start outside, is obviously it's a cold climate.. you and your damn 64F :D

Its good though bro. No clear cups, nice and close, I do perfer getting the more "blue" bulbs 5500k/6500k.

6500k is recommended! :D
