If you can start indoors, then start now. Use a 15 on, 9 off light schedule. That way when you put them outside in May, they will understand the 15/9 light schedule and won't start flowering when you put them outside. If you put them out to early, they will think it's fall and start flowering. Put them outdoors between May 4th and 14th (i plant outdoors on the waxing moon in the month of May) when the days are long. They will be in vegetative mode May, June, July, and start flowering in August. August, September, and October are the flowering months for most strains. You do this with good soil, in the ground, with lots of love, you will be rewarded big time!
Good Luck

Another socal grower here, these two ladies are already obviously pretty damn big. Both are vegging under a 400 watt hps, they got too big for my t5's lol. The one on the right, is bubba kush in a ten gallon container(shes been vegging since the end of November. LOL) and on the left is a green crack mother thats in a 4 gallon container (this one is about 2 months old.). BOTH of which , will probably be going outside in 2 weeks, either that or I will flower them where they are after the first. :)
Being out here in socal, I'm sure you have seen the weather for the past 2 weeks lol, give it a couple more before you plan on doing anything out here yet.
