Should citizens of countries who wage war and lose be held responsible for debts incurred?

This is a pretty interesting question I just came across watching a lecture by Richard Wolff: Should the citizens of countries whose government wages war be held responsible for the debts incurred fighting the war if they lose?

For example, the confederacy borrowed money from European countries during the American Civil War, the south lost so should the union be responsible for paying off the souths debt?

Or a country with a dictator whose citizens don't benefit from governmental aid, that dictator is ousted, are the citizens responsible for paying off the debt his government incurred? Why/why not?

No. First of all for a debt to be valid the person indebted must have created or agreed to an obligation of debt as an individual.

Free people do not have others create debt on their behalf.

We are free aren't we?
