I recommend this technique. I've been doing this for 20 years and it works great.

It looks to me like gardenergreat first dug out the lawn, you don't even have to do that if you are not in a hurry.

In mid-spring, in order to prepare an area for fall planting, I use a lawn mower to cut everything as close to the ground as possible. Then cover with paper. At least 5 layers of newspaper or two layers of cardboard. Then cover with four inches of coarse wood chips. By fall everything under the paper will be dead and decomposed. You just plant through the paper then pull the wood chips around the plant.

For spring planting paper in the fall.

If you are planning to use some sort of edging put that in first then mow and paper.
