well im gonna post on how i built my sub panel, its still a work in progress so bear with me here.
i got a 100amp max sub panel box from lowes for 20 bucks, one 60 amp dual pole breaker to run from main power box 8 bucks,20 amp single pole breaker for inside the sub panel 4 bucks and a 30 amp dual pole for my sub panel as well 8 bucks.here is my idea on how this works. i got two 120v outlets on the single pole breaker and i want to wire two 240v outlets to the 30 amp breaker since im only gonna use about 6 amps running my two 400w hps.but im not sure how to wire two outlets on 240v any suggestion.im gonna post a rough diagram.:leaf::leaf::leaf::leaf:

http://wiki.answers.com/Q/How_do_you_wire_an_existing_240V_circuit_line_as_the_feed_to_a_new_subpanel_with_120V_circuit_breakers
says here you will need to run seperate shit. why not upgrade the voltage on the ballasts to 240?
i am gonna run my ballast on 240, im gonna go hunting at thrift stores tomorrow i dont remember where but i saw some 4 prong 240v cords for 3 bucks each compared to home depot at 25 bucks each.i also need to buy the cord for the 240v 30 amp outlet wiring, and for the 60 amp breaker that'll power my box.

well i was told today that 240 runs on a 3 prong cord i bought the 4 prong cords and outlets and already had them wired by the time i heard the bad news.so i decided just to keep it and use the 2 outer as hot and hot 2 and the round as the ground
