seeds thc level

hello guys I have a little concern.If I plant some seeds says they have 15%thc level and grow in the same condition as ones who say they have 20% thc level that means I will get less 5%thc or that represent the maximum thc they can reach if grown in the best conditions?for example growing ak47 autoflower in the same condition as big white widow autoflower, will it be less potent?

Yes, the advertised level is most likely to be the highest possible potency you can get from that plant when grown in absolute perfect conditions. Half of the claims are probably made up anyway though, so just use it as a rough estimate.
