Do seeds form at the end of flowering (the last few weeks) or do they progress as the flowers do over a 2 month period?

once the female plants start showing white pistils from the calaxes, they r ready to receive pollen from the male plant. This happens in early flower, & the seeds develop over the remainder of the grow.
