Seedlings Too Small?

I germinated my seeds about 2 weeks ago and they burst through the Rockwool about a week and a half ago. One has still yet to pop off its seed husk and the other has the 2 round leaves and the cerrated leaves are almost microscopic with one of the round leaves turning brown on the tip. They have done very little in the last week. Is this bad or how long should it take to start growing their cerrated leaves and then their 5 finger leaves?

within a week of popping out of the soil you should see the first serrated leaves grown out to its maximum size and then the start of the second node at the very least. this would be under very low light like a 23w cfl.

for the one with the shell still on it, what i normally do is take it out of the grow room. mist it with some water and let it soak for 30mins to a hour. then the shell would be moist enough for the seedling to pop out of, if it still cant shake the shell off you can help it out but do this very carefully. its easy to squish em to death trying to help them.

edit* some seedlings just come out smaller then others. i have one dinafem blue widow seedling right now thats acting kind of like your describing but it has its first set of leaves after a week theyre tiny little leaves though. i think the size of the seed has some affect on the size of the seedling that comes out of it.
