seedling yellow tips? advice needed!

Looks pretty dry to me too, I'd say she's hungry, if it's soil, what kind of soil is it?

Only the top is dry, but trust me, it's got water.
the soil that I am using is organic mountain soil, I've used the soil many times before, and currently have 3 other plant seedlings growing perfectly healthy.*I recently bought worm castings and perlite to add to the soil to make it even better. pH balance stays between us 5 to 7.*as for lighting I am using CFLs 6500 K a total of 6.as for the grow box I am growing inside a converted refrigerator, with fans in the back for even flow of air.*if I missed any details just let me know thank you.

Oh and fyi, I have not mixed the worm castings or any nutes yet. I won't until they are about 3 weeks or more.

Looks pretty dry/different to me that soil mix bro but if you say you've used it before I guess it works. I'd add 1-2tbsp dolomite lime per gallon into your next soil mix, will keep the ph around 7
