Seedling with small curling leaves

Hi everyone,

I have this seedling that I recently replanted and the new growth seems to be developing abnormally. As you can see in the above picture the new growth is curled and shriveled. The seed is a Green House Seeds White Widow. It is being grown in foxfarm ocean forest. I have not began to add nutrients. The ph of the soil is spot on and the water used is balanced ph. It is being grown under a 400w mh bulb and the room temperature is ranging between 77F to 79F. I have other plants that seem to be healthy however this one just doesn't look quite right. I am also growing Barney's Farm Liberty Haze.

These were also replanted on the same day as the white widow. My last plant is c99 from femseeds and looks great.

Do you think the reason the new growth on the White Widow is correlated to the stress from replanting or is it something else. I would appreciate any help, suggestions, and/or remedies.
