Seedling Problems

Hello, My seedlings are 3 weeks old and are still only about 3 inches tall and have only like 1 set of leafs ive been looking at everyone else's 3 weeks in and their pretty big but mine are just growing sooo slow any idea what it could be?
 
some pics would help, however i beleive it is either over watering or your lights aint strong enough.
 
Im watering when the soil is dry and i have 6 26w 6500k CFL's under them here is a pic, I also think i might not be watering enough not sure tho

 
either you need the lights closer, or your soil is too hardpacked. your roots could very well be having a hard time expanding.
 
ok the lights are about 2 inches away from the top of the plants so should i move them to some new soil? also has this hurt their growth or can they jump back and still go good?
 
it looks like your lights were too far away, dont forget using cfls your soilwill be wet inside for agis. i wouldnt water untill top 2or3 inches really dry. i would repot if it wasme and put some of that stem in soil to make them lil shorter. best of luck
