no, they call that "praying" and its usually a good thing. just the plant reaching towards the light.
looks a little stretchy, you might want to move your light a little closer

The temperature is usually around 75°F - 82°F
The light I use is a GE Plant light its 65w
Is that good^^

temps are ok, know your RH? light is good for now, but you're going to need a lot more, and soon.
i'd suggest getting a t5ho fixture. they make them in 2 and 4 foot, depending on the area you have to light, i'd recommend at least a 2 foot 4 light fixture for veg.

No I don't know the RH. How far should I keep the light from the plant. It's got a burn on one of the top leaves I guess its from heat not sure.

not sure really, thats not a cfl, its a 65 watt bulb, i'd try about 10 inches to start, maybe 8, but keep an eye on it, if it seems to be having a bad effect, move it out to 12 inches...its kind of hard to tell how far away it is now, the stem just looks like its been reaching, trying to grow up to the light, which usually means it needs to be a little closer.
