Seedling has stopped growing?

Hello, I need some help diagnosing what is wrong with my seedling. She(I hope!) is just a bagseed I found last week and I want to experiment lollipopping her in my flowering room.
She broke surface about 5 days ago and has since grown about an inch and has a small second set of leaves which she grew about 3 days ago. Since then she has stopped growing not even her leaves are getting bigger.
I am using a large mcdonalds cup rigged up hempy bucket style with perlite on the bottom inch and coco coir filled the rest of the way up.I made a hole about 1 inch from the bottom. I am using about a teaspoon of osmocote plus all throughout the coco coir which is guarenteed not to burn. There is also a 13 watt cfl 3 inches away.
Is there anything I can do to encourage her to start growing again?

Without a picture it's hard to tell ,
I have noticed when growing seedings , after the first new baby leaves , the first real leaves grow , when these appear they usually stall for a couple of days,
this is normal,
Also and this sounds stupid , but plant total death is normally obvious..

man I had a seedling sprot and the cotyledons or how ever you spell it, was all that sprouted, got real tall due to stretching, and I know it was a ganja seed because it pushed the split shell halves up as it sprouted, was some bs....I shoulda kept growing it, but the more I looked at it expecting something nivce, the more it pissed me off......so I murdered it

u could simply be over watering. let the cup/pot get really dry an remember u only need to feed the roots at this stage. add sum micro madness or organism xl after things dry out and its time to water again.

It develops roots before shoots. Once the root system can actually support a plant then it will grow one.

Thanks guys I appreciate the info. The reason why I put the osmocote plus in there is because its guaranteed not to burn and because coco coir has absolutely no nutrients. Plus it would be really annoying to mix it in the soil once the root system developed. I checked on it today and it looks like it grew a little bit. I added a couple new friends for her and a bigger cfl.

My little kandy kush is doing the same thing, hopefully it starts shooting off after a few days, i was just thinking it is getting some roots before shooting up.
