Paypal would leave a huge paper trail, they might even report you straight away.
Just use a gift card or cash... unless you are somewhere where seeds are legal.

pretty sure because PayPal is a US based company that is required by law to report purchases of controlled or illegal products.

Few will offer it as it violates paypal terms and conditions and paypal will freeze funds etc when they discover that it is happening. Think SpeedySeeds had an encounter of this variety a while back.
