I soak overnight or until they sink....whichever occurs first. Then onto a damp paper towel, not dripping wet but nice and moist. Cover and keep dark, like a paper towel on a plate and then a bowl over all, this provides humidity and keeps everything dark.
Keep an eye on it, don't let it dry out. As soon as you see a root pop out, get it in dirt.
So in answer to your question...yes, plant them. I have had a seed take as long as 5 days to pop. Be sure and point the tip of the tap root in the down direction in your pot, sometimes struggling to get turned around can be the undoing of a stubborn seed.
