Tiawan's first civil militia began in 1720 or so. Japan was very interested for a while, in Taiwan. The Pashtun clans in Pakistan are the militia. The Swiss practice full spread local armory drills.
Mortar teams, snipers, infantry action squads, the whole bit, every year.
Taiwan still practices conscription. They hope to move soon to all volunteer and they figure they face over 100 million in the civil militas of northern China.
