I found a site selling salvia divinorum incense extract pretty cheap. will that have the same effect if smoked since its referred to as "incense"? should i buy it?

Sounds risky. You don't want to get burned (because people like that might send you actual incense).
If I were you, I would find a nearby headshop. A headshop worth its salt should sell salvia extract. If you buy from one of those, you will see what you are buying before you buy it, and won't get burned.
"Salvia divinorum incense extract for a very cheap price" sounds like a major ripoff to me.
