Yup that's how he kept his phony good guy persona going for so long. He engaged in his bullying outside the purview of TnT, and in subtle and ambiguous ways, so most folks weren't aware. He was clever enough to hide his dark side for a very long time. Many of us were taken in.
At least not when he's trying to con people. I had to watch him carefully for a very long time before I came to this conclusion, sad as it is.
