Relocating Growop to avoid investigation

My buddy was under obvious surveillance due to a snitch and asked me if he packs up and jumps state from Tennessee to Cali if the cops will "pass the suspicion" to his new area because of course he'll have to change his mailing address n such and they can easily track him down. We've googled and googled but cant figure out. As far as the surveillance went there was no knock n talks just heli flybys and cop car stakeouts for about a month. he moved a couple times within his city but they followed him and kept staking out... some surveillance groups arent as stealthy as they like to think. He has no record, no run ins with the law and he thinks his phones may have been tapped but no deals were done over the phone. as far as I am concerned I dont see why they would waste their time following him way across the country but never know.

so what do you think?

well, my next door neighbor was a detective and I know in a case like this he would have just dropped it cause he wouldn't have jurisdiction in another state and it wouldn't have benefited him in any way to help some other detective bureau in some other state who he didn't even know

i doubt they would but put change ofaddress to a po box then u can always change it later
