Law enforcement "limited" access?

What is our elected officials definition of Limited? Would like some clarification on this one.

Limted to anytime they want, to no Warrents needed and to anyone the City deems has reasonable need, like Fire Marshal, Building Inspector, Plumbing and Electrical Inspectors, plus any time LEO wants to come knocking with no warrant to see if you are over plant count or weight.
