Quick Question, Is this Dangerous?

I will keep it brief. I have a homemade carbon scrubber similar to all the DIY ones on this site. I have a 250 CFM fan to pull air throughout it. The air BARELY moves?!? I understand why but I'm pissed. So here's my question:

My fan is exactly like the one below. See the gaps between the fan blades and the outside casing? Is it dangerous to try to fill that gap to improve the efficiency? I was thinking of layering duct tape around the inside, right where the fan blades would pass, to stop free air exchange.

Or will I just have to find a different fan?

You have a duct BOOSTER fan. Meaning it's supposed to have air flowing with it, not against it. Those fans are worthless unless you use it as intended, which is to boost air in your duct work. It is not the same as a centrigual fan, which you need to succesfully power a carbon filter.
