questions about becoming a caregiver

I was wondering if someone could help me with a thought. I live in Illinois but I am interested in becoming a caregiver (and possibly owning a dispensary) in Colorado. As of right now I hear that the market is not too saturated and that many patients are having trouble finding their meds.

So my question is to start a business and become a caregiver you have to attract a patient with a product, except you are not allow to have any plants until you are a primary caregiver to someone (they declare you are on an application form and it's sent to the registry). So how can I get the chicken to come before the egg? Do I have to start a business by advertising someone else's goods and act as a middle man until I harvest my first crop to keep business?

Also, I read that dispensaries are licensed? Who gives out the license? I know some people think there's a big differences between a regular caregiver and a dispensary but in terms of legality, what differences should I know about?

On another note, I realize any caregiver or dispensary is allowed to keep 2 oz of bud and 3 blooming plants (plus 3 immature ones?) per patient in inventory at any time. However, how does that apply to tinctures, oils, drinks, edibles, and other avenues? That is a big gray area.

Someone please reply with detailed and intelligent responses.

A lot of information I got from http://cannabistherapeutics.net/MarijuanaEducation.pdf

I too live in Illinois and am interested in becoming a caregiver if this bill passes for mmj. because my mom could use it :]

the only information that i've really heard is once you are a caregiver you are placed on a list for patients to choose from, and thats how i guess you get your patients.
