Question- Plant height

I am growing two plants each in 3 gallons containers. If I want my plants to be about 2 feet high AFTER flowering, at about what height should I switch the light schedule over to 12/12?

Also, once my plants get a bit larger and ready for flowering...or should I say IF, will 4 42W CFL's and 4 26W CFL's for each plants be enough light? I do not plan on buying any lighting other than CFL's.

I have wired the lights in a way so that I can position them anywhere I want around the plant and as close as I want so I could surround the plant with light from all directions.

Also....I don't know if it would work, or is working, but I took a CO2 bike tire air refill (the little steel tube - pure CO2) and put all the CO2 into a bike tube. Then I poked a hole into the tube to slowly release the CO2 and placed the filled tube around my plants. Does this sound like a good idea?
