so i was told to get some regual kelp/seaweed and put it in a bucket with water and cover it for about a month, and then you can use that in small amounts as an additive. But what im wondering is that there was some sort of fish eggs all over the kelp that werent really coming off when i washed all the salt from the kelp, will that make the fert unusable?

I think you could add it directly to the soil or compost it or bucket it for a month in water or dry it and sprinkle it in if you prefer.
I don't think you have to worry about anything being alive in it.

local garden/diy centers will have liquid seaweed. It's good when used as a foliar spray which is how I use it, or use as a root drench.

Good up to a point, I wouldn't spray more than once a week unless I was trying to limit vertical growth and get more side branching.

im going to try it on two of my 4 plants lightly just to test, and there arent really any garden centers around me besides the basic walmart and grocery store ones with flowers and miracle grow.

Alaskan fish emulsion did me very good for many many years outdoors. As has been stated it will attract each and every animal within miles though. Especially black bears and raccoon.
Cheers :)
