Because it's an outdated term that acquired negative connotations (such as the verb "to scotch" something). In that sense it's a bit like "Paki" for Pakistani.
It's only accepted nowadays in contexts where it has historical significance, i.e. Scotch whisky, Scotch eggs, Scotch mist.
