power delayed startup outlets?

I dont know of any ON delay outlets, BUT - I solved this problem by using a PLC (programmable logic controller)... i have it set up so that the lights cant be started unless they have been off for at least 5 mins... the PLC is definately the overkill method for this, but it solves lots of other problems too... for me anyways. I have UV lights in my room too, which are not good for your eyes, so i rigged up a door switch to the PLC, and the UV lights to the plc so now, when you open the door, the UV lights turn off, and as soon as the door closes, they turn back on ;-) got all the water pump schedules in the plc too, and i since i use all different pumps, i have special timing set for each one... one pump has to run for 48 sec, the other for a min and a half - the plc lets you set timers accurate to 1/10th of a second...

ya pretty much the same thing at close price. I wonder if you can take it apart and wire the thing to a whole circuit so that it protects the same circuit. Or at least I guess you can put a power strip off that outlet there and have your lights off of that. I just want to avoid daisy chaining as much as possible.
