Hey After all my seeds failed to germinate I have
planted them outside in small pots. After or if they begin to sprout, can I move them inside? Also, does it matter if I'm not planting them in the soil outside and just in the pot for sun?

How long ago did you put the seeds in?

germinate in a wet hand towel. put the towel between 2 identical saucer plates. that way the weight of the plate make the towel press against all side. 3-6 days you should have 90% open. When approx. 1 inch tail plant...

It was 4 days and 0 seeds germinTed so I put them in water and when one of the seeds floated on top I planted in a small pot outside. Is this fine?

You can move them in if they sprout - it is no problem at all

Well, they are supposed to sink. They should start out floating. Either way, yes this is fine - seems unlikely for them to germinate since you already tried, but they just might. So yeah, what you are doing is fine, but I wouldn't expect much
